Perhaps.... They set them up as a deterant... Such as the police that stand
about in newstreet station.... looking as though they are going to "bust"
you for not having a ticket?

Or... perhaps they where XRAY scanner, set to very low... so the police
could collect some Merry Hill shopper psuedoporn! Ftw!!!!! (for the win!)
